"Zhou Enlai and Japan" Held by Confucius Institute of Sapporo University

Mar 25--To commemorate the fortieth anniversary of the normalization of Sino-Japanese diplomatic relations, Sapporo University and Hokkaido Japan-China Friendship Association initiated and organized the "Commemoration of the normalization of Sino-Japanese diplomatic activities of the 40th anniversary of Hokkaido Liaison Committee". 

On the afternoon of March 17th , about 80 representatives of all walks of life attended the ribbon-cutting ceremony held on the ground floor of the Confucius Institute of Sapporo University.

During the ceremony, Mr Aoki Athens----Chairman of Hokkaido Japan-China Friendship Association delivered a speech. He pointed out that JCFA is a non-governmental organization actively engaged in promoting Sino-Japanese non-governmental friendly activities. Its purpose is to "promote the officials by the public", and to contribute to the friendship between China and Japan in the future. 

Soon afterwards, Harumi mentioned in the speech that Former President Jiang Zemin and President Hu Jintao both visited Hokkaido. And in recent years, a growing number of travelers visited Hokkaido, furthered non-governmental relations, promoting mutual understandings.

After the ceremony, Xu gave the speech entitled "Sino-Japanese non-governmental exchanges", reviewing the history of exchange. Before the normalization, the non-governmental communication between the two nations was trade-oriented, through non-govermental activities of "promoting the officials by the public". In 1952, Premier Zhou met the Japanese MPs, and signed the Sino-Japanese non-governmental trade agreements. In 1960, the "three political principles"(not to be hostile to China, not to create "two Chinas", not to hamper the development of Sino-Japanese relations to the normalization of direction) , "three trade principles "(government agreement, non-govermental contrast, individual attention) and the principle of political and economic points were developed.

Premier Zhou's three principles towards Japan has a strong pertinence and appeal; it is not only the guide of the 1960s, the guidelines and principles of improving the relation with Japan, but also a strong driving force to promote Sino-Japanese relations.

At the 40th anniversary of the normalization, the relationship between China and Japan gradually steps to a more mature stage. Mr Xu looked forward to mutual respect and hoped the non-governmental organizations enhance mutual understanding, and contribute to peace, friendship and social development of the two countries.
