Mr. Simon has long been a friend of China. He is a scholar on the developmental issues of China and has been recognized as an honorary citizen by the Dalian Municipal government. He noted that ASU has been seeking cooperation with overseas universities to expand the number of international students from 5,200 to 10,000. Currently, eighteen universities in China have already established various cooperative programs with ASU similar to ''3+2''. Mr. Simon hopes that the cooperation between the two schools on the ''3+2'' project will open up broader prospects for further cooperative projects between the two universities.
